Local Option to Advance Project Design
The 1999-04 TIP fully allocates the available federal-aid funding in the Capital District in the five-year period to projects. However, project expenditures are not precisely balanced with available funding on a yearly basis. Some programming capacity in the first three years of the program was used to advance the preliminary engineering for non-NYSDOT sponsored projects, allowing the use of local resources or consultants to design projects off the state system. An established reimbursement procedure and Municipal Agreement process will be followed. Construction funding for these projects was not advanced at this time. This action allows, at local option, work to proceed to ready a project for construction in case an opportunity arises to advance the construction. Advancement of construction explicitly requires demonstration that the integrity of fiscal constraint for the TIP as a whole is upheld. Construction schedule adjustments will be done either in the context of the next routine TIP update or by TIP amendment. The following TIP projects show the preliminary engineering phase of project development in the first three years of the TIP. For this to occur, the understanding is that the sponsoring agency will assume the lead in project development. Delivering the ambitious agenda of projects included in the TIP is a shared responsibility.
