With adoption of the 1994-99 TIP in July 1994, CDTC incorporated new language into the TIP regarding "Project Selection for an Approved TIP". The project selection criteria provided broad latitude to implementers (primarily NYSDOT and CDTA) for amending project schedules within the first three years of the TIP. It also provided broad latitude for changing fund sources within highway categories. The project selection criteria were supplemented by a revised set of TIP Amendment procedures adopted in conjunction with its formal Public Participation Procedures in December 1994.

The 2001-06 TIP is the first
CDTC TIP to include intentional, substantial, underprogramming. This was done for two purposes. First, if the need arises to remain fiscally
constrained, CDTC would not need to compensate for any rollovers, additions or
project increases with project deletions or deferrals as long as this buffer
exists. Also, providing a buffer at
this update should result in enough available funds at the next update to allow
for a solicitation for new projects.
